(i) The aim of the league is to
organize team
pool in a league and competition format and to ensure the game
is played in a gentlemanly and sporting manner.
(ii) The league committee has the power to
add, erase or amend rules at any time, if they feel
it is a fit and proper
reason in doing so.
SECTION 2
(i) The league will at all times play pool by the
rules laid down by the committee.
SECTION 3
(i) The league will be governed by a committee or
as best that can be made up of the following:
(ii) Chairman: He will with a neutral
view, oversee the
business of the committee and will hold a casting vote only.
(iii) Secretary: He will be responsible for informing
all teams secretaries of all fixtures and venues for any
matches to be played. He will also be responsible for recording
the results of all league and competition matches and keeping accurate
records to the best of his knowledge.
(iv) Treasurer: He will be responsible for the proper
running of the league accounts. He will keep accurate records of
all
monies paid into the league from whatever source
and any
Monies paid out from the league to whatever source.
(v) Non executive members: the league will whenever
possible also consist of three non-executive officers whom
will assist in the smooth running of the league and may well
deputize for the chairman or secretary in their absence.
(vi) Any committee member whom fails to attend three
monthly meeting during the same twelve months without proper reason
or excuse may face expulsion from the committee.
SECTION 4
(i) There will be a secretaries meeting held at the
league headquarters namely (Simms x public house) on
a three monthly basis,on the first Tuesday on that
month. (UNLESS RE-ARRANGED WITH PRIOR NOTICE BY THE LEAGUE
SECRETARY) failure to attend will result in the following action
being taken against the offending team/s.
(A)On the first occasion: (22) points deducted.
(B)On the second occasion:(22) points deducted.
(C)On the third occasion: (22) points deducted and possible expulsion
from the league.
Any team member from that team/s will not be
allowed to play in the Widnes pool league again until all monies
pertaining to that team/s have being paid in full to the
league. The amount
of monies owing by each individual will be calculated by the league.
Any team member/s will not be allowed to play in the league until
their individual share has being paid to the league.
The league will hold it’s A.G.M. after the Summer
league each year. The main agenda for the meeting will be the
Chairman’s, Treasurers and Secretaries annual reports and the election of
new committee members.
Any person registered with the league may attend this meeting and
have an item placed on the agenda. Only a person
who is registered with the league prior to the meeting is allowed
to
(A) Attend (B) Have an item included on the agenda (C) Have a vote
A request for an E.G.M. may be made by any
registered person/s in the league, the request must be lodged with the
League secretary in writing stating the reason for calling such a
meeting and must be supported by the signatures of
At least 60% of the league team secretaries. The meeting shall take
place with 28 days of the said request.
SECTION 5
(i) League matches will be played on Sundays unless
stated by the league secretary. Games may be re-arranged by consenting
teams but must be authorized by the league secretary before hand.
(ii) All league matches will consist of nine frames
for the Winter season and seven frames for the Summer season.
All competitions will be dictated by the league secretary.
Anyoutstanding
league fixtures mustbe completed bythe last
remaining fixture
of the seasonandthe offendingteam/s will
be fined£10:00 on each
occasion, under no
circumstances will matches be
awardedto any team/s
at anytime.
(iii) The first game in any league will commence at
7:30pm. Any team may be forced to concede the first frame if they
do not have a player ready to start the match within 15 minutes of
that time (7:45pm).They may be forced to concede
a further frame every ten minutes there after if the opposing team
fail to have a player in attendance at the table
ready to play.
(iv) All competitions will be at a time and venue
stated by the league committee, unless arranged through and agreed by
the secretary.
SECTION 6
(i) The winning
team or person of any league or competition match, must ring in the
result to the league secretary onor before
11:00pm on the night of the match. All result sheets must be given
to the league secretary at the next monthly
meeting following that match. Failure to follow this
format may well have the result declared null and void and no
points awarded to the offenders. NO ARGUMENT
OR EXCUSE WILL BE ENTERTAINED BY THE COMMITTEE.
(ii) The result of
any competition must be phoned in to the secretary as stated by the
secretary for the said competition.
SECTION 7
(i) Any team or
individual wishing to protest any incident or decision which occurred
during a match, must put it in writing
to the committee within 24 hours of the said
incident. Failure to
comply with this will mean the protest is null and void
and will be abandoned.
(ii) All protests
will if possible be heard by a three person committee and listened
to with fourteen days.
SECTION 8
(i) The visiting
team will supply the referee for the first frame of the match, then
it will go alternate referees thereafter.Choice of break will
be decided by the toss of a coin. The referee will always ask the
opposing player for his/her selection as to the outcome of the toss
of the coin.
(ii) Referees for
all semi-finals and finals will when possible be provided by the
league committee.
(iii) Each team must
nominate a senior referee (Someone who has experience of Refereeing)
before the start of the match.
In the event of a dispute, the senior referees should always try to
solve the matter amicably. At no time should any Person/s move any
ball/s on the table.
(iv) In the event of
the senior referees failing to agree to arrive at an amicable
decision, the balls on the table should be
marked on a sheet of paper and signed by both senior referees.
They will then hand back control of the table to the
original referee to proceed with the frame.
The sheet is then the
responsibility of the protesting team or person to lodge the
complaint in
the correct manner to the committee.
(v) If any protest
is to lodged by a team or person, it must be lodged with the
opposition at the time of the incidentand not at
the end of the match.
(iv) The only time a
team or person may complain after the
incident is if at a later
date they have evidence of the
opposition having played a ineligible player/s.
(iv) GAMES MAY
ONLY BE ABANDONED IF UNDER THE THREAT OF VIOLENCE OR INTIMIDATION
(viii) All games
ordered to be replayed by the committee will be at a time and
venue decided by the committee andmay well have
a referee appointed by the committee if they feel the need there
should be.
SECTION 9
(i) In the event of
a player/s being barred from an establishment by the
management, it
will be the responsibility of the
secretary to try to agree an amnesty for the player/s
concerned. THE DECISION OF THE MANAGEMENT ON THISPOINT
WILL REMAIN FINAL AND UNCHALLENGED BY THE COMMITTEE.
SECTION 10
(i) League
registration fees will be: £80:00 for the Winter league, with £20:00
refunded only
on completion of all league
fixtures. £50:00 for the Summer league, with £20:00 refunded only
on completion of all league fixtures. All fees
are subject to change at the discretion of the league treasurer.
(ii) All competition
fees must be paid in full as of when requested by the committee,
failure to comply will resultin all
parties being excluded from the said competition.
(iii) All monies due
to the league must be paid at the secretaries
meeting. Failure to do
so may result in the team/s
involved being suspended from the league until such monies
owing have being paid in full.
Any game not played during this period will not be re-played and
the offending team/s will be deemed to have
lost the match/es.
SECTION 11
(i) All persons
playing in the league must be registered for one team only. In the
event of a player/s being registeredfor more
than one team, then the first team he or she plays for will be
their registered team.
(ii) Any team/s who
play an unregistered player/s will be fined a minimum of £10:00 and
deducted 11 POINTS from
their league
standings. THIS WILL HAPPEN ON EVERY OCCASION.
(iii) A player/s can
be signed on at any time before a match
starts. Providing the opposing team
are informed before the first frame starts. It is the sole
responsibility of the team who wish to use this rule to make sure
they are not signing a player/s who are already registered
with another team. Unless they have completed
SECTION 11
RULE (iv).
(iv) A player/s may
request a transfer from another team during a season, but this can
only be completed by the player/s
themselves at a secretaries meeting.(if the transferee's
can't attend in person,it can only be granted if their reason is of a truthful
nature.)If the reason for being absent is found to be of a dishonest manner,the
transfer will be null and void and the player/s will be BANNED from the
league for a period to be decided by the committee.
Player/s can only transfer once
during the same season. A transfer will only be granted
up to the
halfway point of the season and if the committee feel there is no
wrong doing and acts unsportingmanner
involved. The committees decision will be final and unchallenged.If
a player/s have transferred during a
competition still in progress,the player/s may continue
playing with their team until they have being defeated in that competition.
SECTION 12
(i) Any player whom
the committee feels bring the game into disrepute will be brought
before the committee and
shall be the subject of disciplinary action.
(ii) The committee
will at all times decide on the prizes to be awarded to any
competition held.
